Mayor's Corner

Fall is upon us and the Children are back in school. This is to remind you to slow down in areas around the school. The speed limit in the School zone is 15 miles per hour. Always be aware of the fact that we have children riding their bikes and walking to school and we should adjust our speeds accordingly in these areas.

The City bought and erected new playground equipment in the park over the summer. We have already seen evidence of vandalism. Paint has been sprayed on the new playground equipment as well as on the jumps at the skate park. This kind of vandalism detracts from the beauty and improvements that so many citizens have worked so hard to provide for our children. If you witness this kind of vandalism, or have information about the vandalism occurring at the park please contact the police department or City Hall.

As you have noticed, temperatures have dipped close to the freezing point on several mornings. To prevent any damage to your plumbing, drain the plumbing in your unattended buildings and RV’s. This will prevent a lot of heart ache and expense.

We have had some changes in the City, Jon Gift and Lloyd Myers are the new City Council members elected in the past election. Jon and Lloyd are the Co-Superintendents at Public works, Carlos Esparza is Superintendent over Public Safety, Vice-Mayor Donnetta Skinner is Superintendent over the Senior Center and the Cemetery.

Thank you, Bob Brown for working so diligently to get the Railroad to repair our 4th and 10th street crossings. Great job!

Terri Feasel is leaving her position at Public works to accept her new position as Justice of the Peace, Congratulations Terri.

Thank you, Linda and Tim, for your years of service to this community. Carlin is lucky to have citizens like you.





The City has finally sold all City owned commercial and residential property (305 acres) to several different developers. These developers plan to develop a 330-unit single family housing subdivision, a new Pizza Factory, a 92-unit apartment complex, a truck stop/casino/hotel/RV Park combination and a retail mall. The City should be experiencing a nice boom shortly. The City would like to say “Thank You” to Ms. Tonya Roland, Brian Knowles, former Carlin resident Donna Skinner and Denis Floge for their part in bringing development to the Carlin area. Without these individuals, these development opportunities might not have happened.

Over this past summer the City installed a new playground apparatus for our children, which has been a huge hit with them. We also installed a new swing set and will soon be installing a bench swing for the parents and a roof over the playground equipment which will help to protect our children from the sun and ensure that the playground equipment is not too hot to play on.

City Clerk’s Office

The City Clerk’s Office would like to remind everyone to prepare for the cooler temperatures by insulating your plumbing. If you would like your water discontinued please make arrangements to winterize your home. The City Clerk’s Office and Public Works Department requires one day notice before connecting or disconnecting water services. Please plan accordingly.

The City of Carlin has several Boards and Committees which provide assistance to the City Council and the community events. These Committee and Boards promote tourism, provide exposure for our community, and regulate planning and zoning issues. These Committee and Boards need several dedicated volunteers to assist in making the events possible. These Boards are the Carlin Planning Commission, Park and Recreation Board, and the Carlin Equestrian Park Committee. If volunteering and helping the community progress is your goal please submit a letter of interest to the City Clerk’s Office.

Many projects require a building permit to be in place before proceeding with the construction. These permits need to be applied for in advance so insure the Engineer has ample time to review your plans and issue the permit. Please contact the City Clerk’s Office or the Public Works Department.

Public Works Deptartment

The Public Works Department has been busy working on various projects involved with other departments. The temporary access roads to the Carlin Economic Development Zone were prepared by the Public Works Employees. Work at the parks is ongoing with maintenance and improvements for the residents of Carlin to enjoy. Specifically, the new playground equipment and swings were assembled and installed by this department along with help from the Carlin Honor Camp. Public Works is instrumental in helping the Parks and Recreation Board prepare for any events they schedule (Sho-N-Shine, Classic Car Tour, etc.) Work at the Equestrian Arena has been done by Public Works.

Most projects that happen within the City of Carlin impact the Public Works Department in some way. This department includes water, sewer, streets, parks, and the cemetery. It is our responsibility to ensure that the drinking water meets regulatory requirements. Annual water testing was done in July, and the Consumer Confidence Report was distributed to Carlin’s customer base in August. We just finished testing for lead and copper at ten different locations in town, and we extend sincere thanks to those residents who were very helpful in pulling water samples for us. The smaller water storage tank was refurbished this summer by sandblasting and coating the interior. The State has been here recently to inspect our wastewater system. We have seen an amazing crop of weeds this year throughout town and we have spent a lot of time and energy in trying to keep up with that nuisance. We also provide a dumpster for the residents of town who are cleaning out a shed or cleaning up the yard. There is an area for grass clippings, tree branches, weeds, etc. that are burnable. Curbs, cross walks, and stop lines were recently painted on the streets.

Future projects include replacing inoperable fire hydrants; giving attention to some of the water valves in the streets that need to be replaced; continued repair and maintenance of all city-owned vehicles; continued training for our employees; street patching, repairs and cleaning will be taking place in September.

Police Department

The police department is currently at full staff with five full time officers, one full-time administrative assistant who splits her time between clerical and animal enforcement duties, and the Chief of Police.

Carlin officers work a twelve-hour shift and our current plans call for the “extra” officer’s workday to be spent doing follow-up investigations or special enforcement. In this way, we can use our limited manpower in a way which maximizes the law enforcement coverage and benefits the community.



Fire Department

The Fire Department has been busy with wildland fire season. We are always training in EMS and Fire Services to maintain and update our skills.

We are now accepting applications for new members. If interested please contact the Fire Department at 754-6969 or stop by the Fire Department 121 Hamilton Street and pick up an application.

We also have an Explorer Post program (Jr. Fire Department) for ages 14-18 and a Women’s Auxiliary. If you enjoy fundraisers, working with your community, volunteering and being creative maybe you would like to be part of the Carlin Volunteer Fire Department.

We will be providing training at the Elementary School for our youths as part of Fire Prevention Week from October 8-12, 2007.

Carlin Justice Court

The Carlin Justice Court is presently going through a big change. After 16 years of public service, Judge Barbara Nethery has retired. She has earned the status of Senior Judge and may continue to preside in the Courts from time to time. The Elko County Commissioners and honored Judge Nethery at their meeting on September 5 by presenting her with a plaque and a bouquet of flowers. The City of Carlin also honored Mrs. Nethery with a plaque and luncheon on her behalf.

Mrs. Teri Feasel has been appointed by the Elko County Commissioners to serve as the replacement for Judge Nethery until the next election, which will be held in November, 2008. Mrs. Feasel’s goal is to serve as a fair and competent judge, maintaining the integrity of the court that Judge Nethery worked so diligently to achieve.
